Ten years ago the houses along Maple Street were rarely locked. Then a series of small 11 changed the mood: bicycles, garden tools and even a lawn mower disappeared. Rather than wait for the police, the neighbors decided to 12 once a month in the church hall. They agreed on simple rules: lights on at dusk, a phone call to anyone whose curtains stay shut for days, and no 13 about who might be to blame. Ten years ago, phone theft was a daily phenomenon in most large cities. Today the number of cases has dropped sharply, and the reason is not more police on the streets.
Phone makers were finally forced to add a switch that turns a stolen phone into a useless piece of glass. A thief who cannot sell a stolen phone will not take the risk of stealing one.
Some experts warn that criminals have simply moved online, where one bank password is worth more than any handset. Still, the lesson stands: good design can prevent crime far more cheaply than punishment.
